Inclement Weather Days and Emergency Conditions Days

This procedure outlines uniform practices to be followed by Board staff while operating under official emergency conditions days or inclement weather days.

Procedure Definitions

Authorized Absence
An authorized absence is a staff absence whereby the staff made every reasonable effort, unless otherwise instructed, to be on duty on a Board-designated inclement weather day. The day will result in a charge to sick leave (with pay), but no charge to gratuity.
An authorized absence is a staff absence whereby staff have been informed of an official emergency conditions day and advised to not attend the workplace or leave the workplace due to an emergency. These days will not result in a charge to sick leave or a charge to gratuity.

Unauthorized Absence
An unauthorized absence is a staff absence whereby the staff did not make, as determined by the supervisor, every reasonable effort to be on duty on a Board-designated inclement weather day or a day that is not declared an official emergency conditions day. An unauthorized absence may result in a loss of pay.

Responsibilities
Staff (including Long-Term Occasional Teachers and temp/term support staff) shall:

• make every reasonable effort, consistent with personal safety, to be on duty on a Board-designated inclement weather day unless instructed otherwise by the Board;

• report to any York Region public school (teachers) or work location (support staff) without loss of salary, sick leave and gratuity on inclement weather days;

• advise his/her supervisor of the alternate school/work location attended or the inability to report to any Board location on inclement weather days;

• apply to have an absence charged to sick leave and gratuity by completing the request for a leave of absence form, when the school day has not been declared an inclement weather day and a staff member does not report to their regular place of work for reasons of personal safety; and

• have the ability to appeal to the Director of Education, when the application for a charge to sick leave and gratuity is denied and the salary for the day has been withheld because an absence is considered unauthorized by his/her supervisor for an inclement weather day.
